Quick answer (52 words): Out-of-state candidates usually enter through all-India-quota or deemed-university counselling rather than state counselling, whose eligibility conditions are notified per cycle. Applying to a college in another state is not harder. It is different in four specific ways, and candidates who find out about them late lose time they did not have.
This page is written for a candidate outside Tamil Nadu looking at a Tamil Nadu dental college. It deliberately does not state the eligibility rules, and the reason is in the next section.
Why this page will not tell you if you are eligible
Eligibility for a state's counselling — domicile conditions, where you studied, category recognition — is notified by the counselling authority for each admission cycle, and it changes.
A page that states those rules as fact will be wrong at some point, and a candidate who plans around a wrong rule can lose a year. So we are not going to state them.
What we will say is where the answer is: the current cycle's official notification, published by the authority conducting that counselling. Read the actual document, for the actual year. Not a summary, not a coaching page, not this page.
If that sounds unhelpful, consider the alternative. Almost every "eligibility" page you will find online is a copy of an older notification with the year changed in the heading.
The three routes, and which is likely yours

State counselling fills most seats in colleges affiliated to the state university. Eligibility conditions for out-of-state candidates are set by the notification and are the ones to check first.
All-India-quota counselling fills a central share of seats in government and affiliated private colleges. This is frequently the practical route for out-of-state candidates.
Deemed universities admit through central counselling, are open regardless of state, and are usually the most expensive route.
Register for every route you are eligible for. A candidate who registers only for their home state's counselling has silently removed every option in every other state, without ever making that decision.
The documents to start early
Some of these take weeks, and the weeks are not available in the counselling window.
Migration certificate, from your previous board or university. This is the one out-of-state candidates most often forget, and it is issued on the previous institution's timeline rather than yours. Request it as soon as your results are out.
Transfer certificate, signed and stamped.
Eligibility certificate, where the receiving university requires one for candidates from another board. Ask whether it applies before you assume it does not.
Category or community certificate, if you are claiming a category — and be aware that a category recognised in one state is not automatically recognised in another's counselling. Check the notification.
Domicile or nativity documentation, in whatever form the notification specifies.
Standard set: mark sheets, certificates, birth certificate, identification, photographs, allotment order, application acknowledgement.
The name-matching problem applies here as everywhere and it is worse across states, because transliteration differs. Your name must read identically on every document, and correcting a mismatch takes weeks you will not have.
Language, honestly
Nobody puts this in a prospectus and it matters more in dentistry than in most degrees.
From your third year you will explain treatment to patients. Consent, instructions, aftercare, reassurance — in the language the patients speak. In Tamil Nadu, for most of the population most of the time, that is Tamil.
Two consequences.
Classroom teaching is not the problem. Instruction is in English and the textbooks are the same everywhere.
The clinic is where it bites, and it bites in a specific way: a student who cannot explain comfortably ends up doing less hands-on work, because sessions move faster when the explanation is easy and somebody else picks up the case.
The students who handle this well do three things from month one: learn clinical phrases deliberately rather than waiting for absorption, ask a classmate to translate in the early months rather than avoiding the patient, and accept feeling foolish for a term. Almost everyone becomes functional within a year, precisely because the clinic forces it. The ones who struggle are the ones who quietly avoided patients in year one and arrived at year three still avoiding them.
Cost the distance across five years
A calculation worth doing before you accept a seat, not after.
Travel. Journeys home per year, times the return fare, times five. From a distant state this is a substantial number on its own.
Time. A long journey several times a year is weeks across the course, and the weeks you most want back are the ones before examinations.
Setting up, twice. What you cannot carry has to be bought at the start and disposed of at the end.
Emergencies. Ask yourself honestly how you would feel about a long journey on the worst day of the year. This is not a financial cost and it is the one people underestimate most.
Against that: independence, a wider circle, and a seat you might not have got at home. Those are real. The point is to count both sides rather than feel one of them.
The practical first-month list
Sort accommodation before you arrive, not on arrival. Our hostel and transport pages set out what exists here; the admission office is where you confirm current arrangements.
Open a local bank account in the student's own name, spelt exactly as on the mark sheets. Scholarship and fee processes will need it.
Register your address with the college and keep a local emergency contact on file.
Find the food. A trivial-sounding point that affects a genuinely large number of out-of-state students in their first term. Find out what the mess serves before you commit to it.

Introduce yourself to somebody local. The single most useful thing an out-of-state student can do in the first fortnight, and the easiest to postpone indefinitely.
The first term is harder than the course
Worth saying because nobody does, and because it is temporary.
Out-of-state students frequently have a difficult first term that has nothing to do with the syllabus. The food is unfamiliar, the jokes are in a language you are still learning, the friendships in your batch form fast among people who share a school network you are not part of, and home is a long journey away.
This is normal, it is not a sign you chose wrong, and it almost always resolves by the second term.
Four things that shorten it.
Say yes early. The invitations to join people for meals, study groups and outings come in the first few weeks and then stop coming. Accept them even when you would rather not.
Learn ten phrases immediately. Greetings, basic courtesy, food. It is a disproportionately large signal that you intend to be there, and people respond to it.
Find one person from your own state and do not stop there. A familiar face is a relief in month one and a trap by month six if it becomes the whole of your social life.
Tell your family the truth. Students who report that everything is fine while it is not end up carrying it alone, and the calls become harder rather than easier.
If it is still difficult in the second term, speak to a tutor or the college's student support. This is precisely what they are there for and asking is not a failure.
What does not change by crossing a state line
The degree. A BDS from a recognised college is a BDS.
Council recognition, which is national.
The right to practise, once registered — and registration is portable between state councils through the notified process.
Course length. Five years including the compulsory rotatory internship, everywhere.
Nobody will ask which state you studied in after your first job.
